1. Retention
2. Reduction
3. Avoidance
4. Transparent

(IV) Create risk Mx plan :
- need approve from higher authority
- must be applicable
- plan must be " check & balance "

(V) Implementation :
- try and error
- mock drill
- assess the adequate plan
